Educational issues are complex and require continuous measurement of data. We find that most schools have clear school performance plans and have made a significant effort to implement their plans.  However, written plans alone are not enough to drive and endure meaningful changes in student and school performance.  To ultimately impact and sustain positive student social and academic results, school and teacher behavior (what educators *say* and *do* inside the classroom and school) must be managed positively by the school leadership team.
